The difference between then and now is that Trump has wholeheartedly embraced the concept of shutting down parts of the federal government to force congressional Democrats to support funding for the wall.
This is infighting between GOP Senators and the White House. This can only work if they can get the public on their side and it looks like the opposite is happening.

The Family Case Management Program, which President Donald Trump ended several months after taking office, was meant to keep track of immigrant parents and kids in removal proceedings without having to keep them locked up.
